EU Council adopts temporary trade-liberalization measures for Armenian products

On 24 September 2026, the Council formally adopted temporary trade-liberalisation measures for certain goods coming from Armenia, following recent trade restrictions imposed by Russia.

The regulation suspends import duties on around 80% of Armenian exports to the EU, covering a broad range of products, including certain agricultural goods. The products covered represent almost 99% of Armenia’s exports of fresh fruit, vegetables and plants to Russia and more than 91% of its exports of beverages and spirits.

The measures would apply for two years from the regulation’s entry into force. The preferential arrangement comes with certain conditions and includes safeguard measures to protect the EU market if imports adversely affect EU producers.

The proposed regulation aims to help Armenian exporters diversify their exports to the EU and to strengthen EU-Armenia trade relations, in line with the objectives of the CEPA.
