Kallas: If NATO membership is out of the question, then we have to see what the concrete security guarantees are

The High Representative of the European Union for Foreign Affairs and Security Policy, Kaja Kallas, stated that since Ukraine's membership in NATO is out of the question, the EU should prepare serious security guarantees for Ukraine.

"If NATO membership is out of the question, then we have to see what the concrete security guarantees are. They cannot be documents or promises. They must be real troops, real capabilities, so that Ukraine is able to defend itself."
