![]() On the eve of the negotiations, Reuters published the full content of the Ukrainian memorandum. It includes: — "a complete and unconditional ceasefire in the air, on land and at sea" for 30 days and monitoring of the regime "under the leadership of the United States with the participation of third countries"; — an exchange of prisoners according to the "all for all" formula, the return to their homeland of Ukrainian children taken to the territory controlled by Russia; — Kyiv's refusal to maintain neutrality: the possibility of joining the European Union is allowed, accession to NATO "depends on consensus within the alliance"; — no restrictions on the number, deployment or other parameters of the Ukrainian Armed Forces, as well as on the deployment of foreign troops in Ukraine; — acceptance of the contact line as a starting point for negotiations, but at the same time non-recognition by the international community of Russian control over the territories lost by Ukraine since February 2014, discussion of territorial issues only after the ceasefire; — gradual and partial lifting of sanctions against Russia with the possibility of their renewal, as well as the use of Russian assets to restore Ukraine or extend their freezing "until reparations are paid"; — holding a personal meeting between Presidents Vladimir Putin and Vladimir Zelensky, who will have to agree on "key aspects of the final peace settlement", including security guarantees, territorial issues and a final peace agreement. |
