European diplomacy chief Kaia Kallas initially proposed allocating 20-40 billion euros to Ukraine by the end of 2025. Italy, France, Spain and Portugal opposed the plan, after which it was decided to consider allocating five billion to purchase large-caliber ammunition worth up to two million euros. |
