The desire of Western Azerbaijanis to return does not mean a territorial claim against Armenia. This was stated by

Azerbaijani President Ilham Aliyev at the international conference on “Return to Western Azerbaijan as an important condition for the supremacy of human rights,” Azerbaijani media reported.

“Armenia should abandon attempts to present this request in this form. This issue will not be removed from Azerbaijan’s agenda until the return is implemented. Of course, security guarantees should also be provided to Western Azerbaijanis who will return to their homeland,” Aliyev emphasized.
