American President Joe Biden, during a speech to voters, said that the United States could have protected Ukraine from Russian President Vladimir Putin and called him a "butcher". The speech of the US president was published on the White House website․ Biden, addressing voters in North Carolina, announced an initiative to increase the income tax for wealthy citizens from 8.2% to 25%. He explained that this would make it possible to attract hundreds of billions of dollars to the budget in the next 10 years. "Imagine what we could do with it.
